CITY MANAGER
 
City of Orange, CA - 1995 to 2005
Served as the Chief Executive Officer for a full service city in Orange County with a population of 135,000 and over 700 employees. Provided leadership and management through two significant economic downturns leading to recovery. Significant accomplishments:
  • Recreated the Budget Process to increase accountability and provided direct oversight for eleven city budgets; several GFOA awards;
  • Created Internal Audit Unit with a public Audit Committee to improve and ensure public confidence;
  • Downsized the organization through layoffs and attrition, eliminating 130 positions and increased efficiencies with focus on customer service;
  • Recovered over 100% of previously lost funds from the Orange County Bankruptcy;
  • Negotiated and settled 9 labor agreements, including police and fire, within first year as City Manager;
  • Initiated / Negotiated several significant Redevelopment projects that resulted in over $26 million dollars in revenue to the city over 8 years with a focus on business retention as well as business attraction;
  • Created project management teams for Capital Improvement Projects and internal city projects by integrating planning, engineering, and environmental disciplines to reduce change orders and improve completion time lines at lower cost;
  • Negotiated Joint Use Agreements with the Orange Unified School District
  • Negotiated Entitlements for 4000 homes with the Irvine Company
  • Served as President of Orange County City Manager’s Association and the Orange County Division of the League of Cities.
INTERIM DEPUTY CEO, COUNTY OF ORANGE
 
Supervised and managed the Infrastructure and Environmental Division. Supervised 2600 personnel throughout the Public Works, Library, Building and Planning, Solid Waste Management, Community Services and Redevelopment, and the Registrar of Voters departments. Responsible for development of a $1.4 billion dollar budget and directly presenting issues and reports before the Orange County Board of Supervisors. Worked effectively with the Board of Supervisors and other appointed and elected department heads and their staffs to facilitate and execute the goals and objectives of the Board and the CEO’s office.
