A native Californian, Dave moved with his family to the City of Orange in 1966 and graduated from Villa Park High School. While in high school, Dave helped charter Fire Service Explorer Post 547, the first municipal fire service Exploring Post in the county, sponsored by the Orange Fire Department.
Dave was hired by the City of Orange as their first firefighter ever hired under age 21. Shortly after being hired, and still not 21, he was selected to attend paramedic school, and graduated from ‘Firefighter-Paramedic School, Class One’ as one of the first 24 firefighter-paramedics in Orange County in 1973.
Dave strongly believed in education and graduated from California State University with a Bachelor of Science Degree in Accounting, before beginning his ascension through the ranks of the Orange Fire Department.
After being promoted to Captain, he served as 3 years the Fire Department’s Administrative Services Captain, where he developed strong financial and budgeting skills working on additional assignments in the City Manager’s Office. Dave then took on the assignment of Deputy Fire Marshall where he developed a strong background in fire prevention and arson investigation skills. It was during his tenure as Deputy Fire Marshal that Dave became one of the original members of the District Attorney’s Hazardous Waste Investigations Unit for Environmental Crimes and qualified as a court expert on fire prevention and arson/cause and origin investigations.
In January 1990, Dave was promoted to Battalion Chief, followed by his promotion to Assistant Fire Chief in 1991, and then to Fire Chief in 1993. During this time Dave began furthering his education and graduated from the University of Southern California with a Masters Degree in Public Administration in 1995.
Dave was selected by the Orange City Council to be Interim City Manager in September of 1995, and was made permanent City Manager a short time later in 1996. Dave worked tirelessly as the city manager for ten years helping Orange accomplish many great things and guiding them through some significant economic times. Dave’s leadership helped Orange to recover over 100% of the City funds caught in the Orange County Bankruptcy. He lead the City through a major financial fraud by the former franchise trash hauler, and left a legacy of stable and well diversified tax base that was the result of his leadership of active economic development planning and execution. Retaining businesses and attracting new businesses to Orange was one of Dave’s priorities, and he lead the team thru the development of The Block at Orange and the Village at Orange. Today, Orange is benefiting from his strong and visionary leadership skills. Dave retired from the City of Orange in July 2006 as its longest tenured city manager, second only to George Wiemer, Orange’s first city manager.
Dave has performed interim assignments for public and private entities since his retirement in mid-2005. He has completed a lengthy assignment as a Hearing Office on a utility tax appeal case for the City of Redondo Beach; served as an Interim Deputy County Executive Officer for the County of Orange for eight months; served as a Special Advisor for the professional consulting firm of Management Partners; and most recently completed a nearly fifteen month assignment as Interim City Manger for the City of Los Alamitos.
Dave posses a Masters Degree in Public Administration from the University of Southern California and a Bachelors Degree in Accounting from California State University, Long Beach.
Dave and his wife Carol have been married for over 35 years and have three children, all college graduates and professionals with their own careers. Dave considers his family to be “the most important element in my life”.
